Project History


Boulder Creek Commons is being designed as a neighborhood that will integrate single-family homes and affordable senior housing, blending into the existing character and neighborhoods of southeast Boulder.  Boulder Creek Commons will have similar or lower building densities than adjacent neighborhoods.  Special attention is being paid to creating open space and trails into the neighborhood from existing neighborhoods, providing direct connections to the East Boulder Recreation and Senior Center and integrating with the regional South Boulder Creek Open Space Corridor.

The existing site is a former agricultural property previously owned by the Hogan and Pancost families.  Since 1977, it has been classified as Area IIA meaning it is eligible and appropriate for annexation and development for residential use at a density of no more than six units per acre.

The primary access to Boulder Creek Commons will be from 55th Street, which already crosses the property; a secondary access will be via Kewanee Drive.

Currently, the project is divided into two separate components

  • Development of permanently affordable senior rental units, comprising approximately half of the total housing units.
  • Development of single-family lots, to be sold at market prices to the eventual buyers. This segment of the project comprises approximately half of the total housing units.

Project History

Boulder Creek Commons, LLC (“BCC”), began with a partnership of five local, experienced partners.  It was formed in 2002 to acquire and develop 23+ acres of land at the eastern edge of the City limits of Boulder, Colorado.  In 2007, MacKenzie House, with offices in Denver and Boulder, joined the team as the co-development partner. 

Since 1977, the Boulder Creek Commons parcel has been classified as Area IIA land under the Boulder Valley Comprehensive Plan.  The designation means that the land is eligible and appropriate for annexation and development.  In addition, the City of Boulder Planning Board has confirmed on several occasions that it is in the best interests of the City to keep it designated as Area IIA.

The review and approval process
for Boulder Creek Commons began in December 2005.  Responding to requests from the City of Boulder, and with the addition of MacKenzie House to the team, the process has been put on hold since September 2007 while additional technical studies were updated and/or conducted.  The plan has been reviewed, revised and improved to address concerns and issues that have been identified.

Additionally, BCC has held a number of neighborhood meetings over the past several years to discuss the concerns of neighbors.  Where feasible, BCC has worked to incorporate changes into the plans to address those concerns.

With constructive and cooperative
input from our neighbor meetings, from the City of Boulder and the results of our numerous background studies, Boulder Creek Commons will be a quality community asset that will benefit the entire City of Boulder.
